Thomas is a professional guitarist and record producer with a passion for music rights. He has been associated with ECCO since the birth of the organisation.

Hackshaw is a recently retired Superintendent of Police in the Royal St Vincent and the Grenadines Police Force, with proven communication skills and the ability to interface with persons at all levels.

ECCO general manager Steve Etienne states; “The work of sensitising users and raising awareness was done in a comprehensive manner by previous ECCO agents Vaughan Skerritt in Antigua and Barbuda and Bernard Joseph in St Vincent and the Grenadines”. It is expected that the new ECCO agents will focus on licensing music users, thereby generating revenue for music creators whose music is publically performed in those territories, who have not previously received any remunerations for the public use of their music.
