Police introduces HR Handbook

THE Royal St Vincent and the Grenadines Police Force (RSVGPF), through its Human Resource and Planning Department, said it formally launched its Human Resource Handbook on Tuesday, July 14, 2026, at the auditorium of the Old Montrose Police Centre.

In a release, the RSVGPF said the handbook brings together essential information governing the service, welfare and professional development of members of the organization, intended to promote greater consistency in personnel management, provide clearer guidance to members and supervisors,and support the continued modernization of the RSVGPF.

“The document addresses recruitment and selection, appointment and attestation, training and development, promotions and career advancement, leave administration, performance management, health and wellness, grievance procedures, community policing, information technology, social media and human resource records management,” the release outlines.

“It also contains recommended forms to support the daily administration of the organization.”

The RSVGPF points out that the handbook does not replace the Police Act, Police Regulations, General Orders, Commissioner’s directives or any other applicable laws and policies, but is to be used alongside those instruments as a practical reference for police officers, auxiliary officers and civilian staff.

Station Sergeant of Police Brenton Smith, NCO in charge of the Human Resource and Planning Department, explained at the launch that the initiative arose from the need to make important personnel information more accessible to members of the Force.

“More than simply a handbook, this document reflects our commitment to placing people at the centre of policing,” Station Sergeant Smith is reported to have said.

“It is intended to provide guidance to both new and experienced members and to promote greater consistency, fairness and professionalism throughout the Force.”

He said the handbook was developed through research, consultation and collaboration and represents an important step in the department’s broader effort to strengthen human resource policy and workforce planning.

Station Sergeant Smith also acknowledged the members of the Human Resource and Planning Department and other personnel who contributed to the development of the publication and the continued digitisation of the Department’s operations.

Meanwhile Commissioner of Police Enville Williams said the handbook forms part of the wider restructuring of the RSVGPF and the effort to move human resource management beyond its traditional administrative functions.

He noted that police organizations have long depended on tradition, personal experience and the knowledge of long-serving officers. While such experience remains valuable, he said, the organization cannot allow important procedures and expectations to exist solely in the memories of individuals.

“Officers are transferred, officers retire and leadership changes,” the Commissioner said. “When knowledge is not recorded, clarified and applied consistently, the organization repeatedly starts over.”

Commissioner Williams said the handbook is intended to reduce uncertainty and the uneven application of standards. It also provides supervisors with a common basis from which to lead, and gives members a clearer understanding of what the organization expects from them and what they may
