‘Start swimming or sink like a spoon’ PM Friday warns
PRIME MINISTER DR. GODWIN FRIDAY has warned that regional administrations must “start swimming or sink like a spoon,” as he called for a comprehensive transformation of fiscal architecture across Small Island Developing States (SIDS).
Friday who was speaking on Monday, September 7, 2026, at the opening ceremony of the “Adapting Public Financial Management for AI: Harnessing Digital-by-Design” workshop, hosted at the Holiday Inn Hotel, made a push for regional governments to pivot from basic digitization to profound process re-engineering.
The week-long workshop has brought together delegations representing 19 Caribbean countries and territories, all focused on navigating the complexities of technological scaling within smaller public administrations. Prime Minister Friday said that governments across the region debate, approve estimates of revenue and expenditure, set out spending plans and identify where the money would come from to put those plans into practice.
