Corporal Huggins was in the process of writing a traffic ticket when a white SUV, driven by urologist Dr. Rohan DeShong, approached the area (vicinity of the accreditation department) and was signalled to stop by the traffic officer. The SUV stopped behind the first vehicle but a short time after, attempted to move off but was again signalled to stop by the officer, and complied.
The SUV then attempted to move off for a third time and again was signalled to stop, complied, but then the driver, Dr. DeShong shouted to the officer that he had to go to which the officer responded by telling the medical professional that he was being “disrespectful”.
