Firearm charges against Ottley Hall man withdrawn

Ottley Hall resident Lara Carter walked away from the Serious Offences Court a free man on Tuesday, after the prosecution withdrew firearm related charges against him.{{more}}

Carter was charged with unlawfully discharging a firearm at Andre ‘Judge’ Bowens and possession of a firearm with intent to endanger the life of Bowens, on July 4, at Rose Place, Kingstown.

He had pleaded not guilty to the charges.

In court, senior prosecutor Adolphus Delpesche told the court that he was no longer proceeding with the matters against the accused.

In an interview with SEARCHLIGHT, Delpesche explained that he withdrew the case against Carter, since there was a cross-complaint involving Bowens, who is now deceased.

Bowens was charged with unlawfully discharging a firearm at Carter, possession of a firearm with intent to endanger the life of Carter and assaulting him, causing him bodily harm. He, too, had pleaded not guilty to those charges.

“There was a cross-complaint in the matter. The deceased also made a complaint against Carter and without the deceased, we can’t go forward,” Delpesche said.

Bowens was shot and killed at Gun Hill on September 15.

Said to be in his forties, Bowens sustained gunshot injuries about his body and head, inflicted by an unknown assailant. He died on the spot. (KW)
