‘Doing nothing is doing something’

 EDITOR: The exercise of the functions of the Director of Audit may not “be subject to the direction or control of any other person or authority”, but these functions are certainly controlled by available resources, i.e. funding and staffing. The easiest and simplest form of repression or curtailment of a Government activity is the restriction of resources.

   No staff, no funds, equals no action. Doing nothing is doing something. If the peasantry of a country made me God-King, I’d do the same thing; but then again…
