High Court quashes appointments of Clerk, Deputy Clerk of Parliament
THE HIGH COURT sitting in St Vincent and the Grenadines (SVG), ruled in favour of the Public Service Union (PSU) in the matter leading to the appointment of the Clerk of the House of Assembly, which was held by Deborah Charles, and the Deputy Clerk, which was held by Simon Huggins.
The court on November, 4, 2025, agreed that their appointments did not comply with the legal standards set out in the Public Service Regulations. The union took the matter before the court two years ago, a few months after the appointment of the then Clerk and Deputy Clerk of the House of Assembly.
After the judgement was delivered, President of the Public Service Union (PSU), Elroy Boucher told SEARCHLIGHT that this ruling marks a decisive moment in the ongoing struggle for fairness, transparency, and compliance in the way the Public Service Commission(PSC), carries out its functions.
He said that the PSU is pleased with the “significant victory” that was delivered where the High Court has ruled in their favour in the matter brought against the PSC, in which the union challenged the legality of the appointment of the Clerk of the House and the Deputy Clerk.
