Administrative changes modernising Public Sector

The newly launched driver’s licence card is just another of the many things that this government has done and is doing to modernize state and public administration.{{more}}

Prime Minister Dr. Ralph Gonsalves, in addressing Friday’s licence launch, called the plastic coated card one example of the administrative changes that have been taking place in the nation over the years.

“This is not the first. There have been several examples, and they happen before us and you hear announcements of them and you take them in your own stride.”

He highlighted the implementation of the ASYCUDA ++ system at the Customs, along with the new building being constructed as one such example.

Also given as examples, among others, were the introduction of VAT, the International Financial Services Authority, the National Insurances Services, National Properties Ltd, the Postal Corporation, the St. Vincent Community College and the Financial Intelligence Unit.

“This government as you know has been at the forefront of instituting change. Some of the changes have been incremental in the normal course of things but others have been structural, institutional and systemic.”

During his address, Dr. Gonsalves stated that change and modernization call for more and better training, as well as improved information, communication and technology.

He said the changes also require reform in the management system, which also would include the changes of some laws.

“Change and Management in the state administration demand an efficacious leadership, because there are lots of changes which we could have taking place, but if the leadership is not of a kind which would drive the process in the appropriate way you can fail.”

“Again I would say that what you have seen here, we have passed the test in all the various elements.”

The Prime Minister noted that effectiveness, efficiency and customer friendliness are also a part of change and modernization, and these can be witnessed in the projects undertaken by his administration, as seen in the launching of the new driver’s licence.(JJ)
