Guyana facing constitutional crisis
GUYANA â Guyana is facing a constitutional crisis and the key to a resolution is being held by the Opposition.
The crisis is that Article 69 of the Constitution mandates Parliament to be convened four months after it was dissolved for an election. However, it was not reconvened on September 2, when the time expired. A constitutional amendment is therefore required to empower Parliament to meet later.{{more}}
The Court cannot make a constitutional amendment and the President is barred from ruling by decree by the same Constitution.
A Constitutional amendment is therefore only possible with a two-thirds vote in Parliament â a majority that President Bharrat Jagdeo does not enjoy and would therefore require the cooperation of the Opposition parties.
