Prisoner released under the Convict Licence Act

Mt Grenan resident Carl Andrews has been released from Her Majesty’s Prison under the Convict Licence Act.{{more}}

Andrews, who is now partially handicapped and wheelchair bound, was recommended by the Mercy Committee for release on medical grounds.

He was released under the Convict License Act, which gives him permission to be at large during a portion of his imprisonment.

On July 19, 2011, Andrews and another man, Everton John were convicted at the High Court on a wounding charge and were sentenced to 15 years imprisonment. The matter was later appealed and the sentence was reduced to 12 years.

During his incarceration, Andrews became ill and has been admitted to the hospital on several occasions. While in prison, he had to be confined to a wheelchair and assisted by other inmates.

On April 4, 2012, based on recommendations from the committee and the Social Welfare Department, Cabinet granted approval for his release.

Andrews began complaining of weakness in his right limbs and later developed the inability to speak. He was later diagnosed with Space-Occupying lesions which means that a region in an organ or tissue has suffered damage through injury or disease.

Andrews was also diagnosed with Deep Vein Thrombosis of the right leg. He also had internal haemorrhage of the brain.

At present, Andrews is unable to move his entire lower extremities. As part of his release conditions, Andrews will still have to report periodically to police.(KW)
